SERVICES PROVIDED: Next Generation 911 Network Services

CHALLENGE: In 2009, as part of its ongoing efforts to meet the needs of its public safety partners, the Minnesota Department of Public Safety (DPS) began to explore ways to implement a statewide Next Generation-capable IP network to its 112 PSAP locations across the state. The DPS had several project requirements, including the development of a comprehensive Request for Proposal to ensure that the vendor chosen for the project could ensure enhanced E9-1-1 interconnectivity between all PSAPs; provide fully redundant IP connectivity to all PSAPS without any PSAP service disruptions; transition the 112 PSAPs to the IP-enabled network; and achieve all advanced networking and routing benefits in the most cost-effective way possible.

SOLUTION: Working in partnership with DPS, Mission Critical Partners, Inc. (MCP) provided an array of coordinated services that will enable the State of Minnesota to meet its objectives. Key services included:

  • Overall technical assistance and project coordination
  • Risk analysis and design of proposed hosted CPE solutions
  • Database synchronization
  • Comprehensive review of state statutes, rules and regulations regarding current NG911 IP network implementation
  • A migration plan of the State IP NG911 Network to current industry specifications
  • Elimination of some legacy 9-1-1 network elements
  • Design of state-level and/or regional ESInet(s) that was consistent with NENA i3 documents

KEY RESULT: Phase I of the implementation project has been completed and provides the ability of transferring 9-1-1 calls between all PSAPs in Minnesota with ANI and ALI. This network enhancement has registered more than 3,000 transfers in 18 months and was the top desire for PSAPs. Phase II is also complete, migrating two PSAPs to the ESInet. All 87 PSAPs identified in Phase III is complete. MCP is currently working with the State on project close-out items.
