A HOLISTIC APPROACH TO NETWORK MANAGEMENT

BACKGROUND: The Pennsylvania Region 13 Task Force is known as a model organization for intergovernmental cooperation in the public safety sector. Region 13-member counties share costs and resources to provide mutual-aid emergency response to planned and unplanned, large-scale events.

CHALLENGE:  Region 13 designed and implemented a regional, interoperable Emergency Services Internet Protocol (IP) network (ESInet) in 2014 with the help of Mission Critical Partners. A robust and complex network constructed of dark-fiber mesh from multiple vendors and microwave hops on a Multiprotocol Label Switching (MPLS) router platform, the ESInet serves all 9-1-1 public safety answering points (PSAPs) in the region, as well as public safety radio and video applications. It plays a key role in supporting the region’s communications needs. The ESInet’s mission critical nature requires a network management and oversight solution that ensures the highest level of reliability and uptime while keeping operating costs manageable.

SOLUTION: Region 13 received bids from several vendors for network management and monitoring services but sought an alternative, more cost-effective approach. They looked to MCP for help based on the firm’s intimate knowledge of the network infrastructure and its applications, including 9-1-1, radio, logging devices, CAD, GIS, video conferencing and the administrative phone system. MCP’s lifecycle management services help the Region:

  • Improve the reliability and performance of their ESInet while reducing susceptibility to downtime events.
  • Ensure that critical communications remain operational in the event of an issue with 24/7/365 monitoring of the ESInet and devices.
  • Respond to issues based on severity level to maintain the cost-effective support the Region needs to fit within their budget.
